    1         Senate Amendment to Amendment (828046) (with title
    2  amendment)
    3  
    4         Delete line 15
    5  and insert:
    6  expressly authorized in a county charter that was lawful and in
    7  effect on January 1, 2024.

   10  And the title is amended as follows:
   11         Delete lines 23 - 25
   12  and insert:
   13         be approved by the board of county commissioners which
   14         preempts certain actions is prohibited unless
