       Senator Ingoglia moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Before line 80
    4  insert:
    5         Section 1. Effective upon becoming a law, present paragraph
    6  (d) of subsection (8) of section 163.3167, Florida Statutes, is
    7  redesignated as paragraph (e), and a new paragraph (d) is added
    8  to that subsection, to read:
    9         163.3167 Scope of act.—
   10         (8)
   11         (d) A citizen-led county charter amendment that is not
   12  required to be approved by the board of county commissioners
   13  preempting any development order, land development regulation,
   14  comprehensive plan, or voluntary annexation is prohibited unless
   15  expressly authorized in a county charter.

   18  And the title is amended as follows:
   19         Between lines 2 and 3
   20  insert:
   21         amending s. 163.3167, F.S.; providing that a citizen
   22         led county charter amendment that is not required to
   23         be approved by the Board of County Commissioners which
   24         preempts certain actions is prohibited unless
   25         expressly authorized in a county charter;
