2 An act relating to the Reduction In Black Female and
3 Women’s Maternal Mortality Grant Program; creating s.
4 381.998, F.S.; establishing the Reduction In Black
5 Female and Women’s Maternal Mortality Grant Program
6 within the Department of Health; providing the purpose
7 of the program; authorizing certain nonprofit
8 organizations to apply for a grant through the
9 program; authorizing the department to provide grants
10 to such organizations for specified purposes, subject
11 to legislative appropriation; authorizing the
12 department to adopt rules to administer the program;
13 providing an appropriation for specified purposes;
14 providing an effective date.

16 Be It Enacted by the Legislature of the State of Florida:

18 Section 1. Section 381.998, Florida Statutes, is created to
19 read:
20 381.998 Reduction In Black Female and Women’s Maternal
21 Mortality Grant Program.—
22 (1) There is established the Reduction In Black Female and
23 Women’s Maternal Mortality Grant Program within the Department
24 of Health to provide grants to nonprofit organizations,
25 including the National Medical Association, the National or
26 Florida chapter of the Black Nurses Association, the National
27 Black Midwives Alliance, the Florida State University College of
28 Medicine, the University of Florida College of Medicine, the
29 University of South Florida College of Medicine, the University
30 of Central Florida College of Medicine, and the Florida
31 Agricultural and Mechanical University School of Allied Health
32 Sciences, to work toward reducing Black female and women’s
33 maternal mortality.
34 (2) To receive a grant under the program, the nonprofit
35 organizations identified in subsection (1) shall apply to the
36 department in a manner prescribed by department.
37 (3) Subject to legislative appropriation, the department
38 shall award grants to the nonprofit organizations identified in
39 subsection (1) to:
40 (a) Study, develop, create, and publish protocols and
41 educational materials relating to Black female and women’s
42 maternal mortality.
43 (b) Conduct education and awareness workshops relating to
44 reducing Black female and women’s maternal mortality. Such
45 workshops must use information and materials provided by the
46 nonprofit organizations identified in subsection (1).
47 (4) The Department of Health may adopt rules to administer
48 this section.
49 Section 2. For the 2024-2025 fiscal year, the sum of $5
50 million in nonrecurring funds is appropriated from the General
51 Revenue Fund to the Department of Health to fund the Reduction
52 In Black Female and Women’s Maternal Mortality Grant Program
53 established by this act. Any unexpended balance of these funds
54 as of June 30, 2025, must revert and is appropriated for the
55 2025-2026 fiscal year to the Department of Health for the same
56 purpose.
57 Section 3. This act shall take effect July 1, 2024.
