       The Committee on Banking and Insurance (Harrell) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Subsection (5) is added to section 110.12303,
    6  Florida Statutes, to read:
    7         110.12303 State group insurance program; additional
    8  benefits; price transparency program; reporting.—
    9         (5)(a)Effective January 1, 2025, the department shall
   10  require all contracted state group health insurance plans and
   11  HMOs to provide coverage and payment, without imposing a
   12  deductible, a copayment, coinsurance, or any other cost-sharing
   13  requirement on the covered individual, for annual skin cancer
   14  screenings performed by a dermatologist licensed under chapter
   15  458 or chapter 459, or by a physician assistant licensed under
   16  chapter 458 or chapter 459 or an advanced practice registered
   17  nurse licensed under chapter 464 who is under the supervision of
   18  a dermatologist licensed under chapter 458 or chapter 459.
   19  Payment for such screenings must be consistent with the manner
   20  in which the state group health insurance plan or HMO pays for
   21  other preventive screenings as provided by the American Medical
   22  Association’s Current Procedural Terminology code set.
   23         (b)A state group health insurance plan or HMO
   24  participating under this section may not bundle a payment for
   25  skin cancer screenings performed under this subsection with any
   26  other procedure or service, including, but not limited to, an
   27  evaluation and management visit that is performed during the
   28  same office visit or a subsequent office visit.
   29         Section 2. This act shall take effect July 1, 2024.

   36         An act relating to coverage for skin cancer
   37         screenings; amending s. 110.12303, F.S.; requiring the
   38         Department of Management Services to provide coverage
   39         and payment through state employee group health
   40         insurance contracts for certain annual skin cancer
   41         screenings, without imposing a cost-sharing
   42         requirement; specifying a requirement for and a
   43         restriction on payments for such screenings; providing
   44         an effective date.
