The Committee on Community Affairs (Ingoglia) recommended the
following:
1 Senate Amendment (with title amendment)

4 insert:
5 Section 1. Section 30.61, Florida Statutes, is created to
6 read:
7 30.61 Establishment of civilian oversight boards.—
8 (1) A county sheriff may establish a civilian oversight
9 board to review the policies and procedures of his or her office
10 and its subdivisions.
11 (2) The board must be composed of at least three and up to
12 seven members appointed by the sheriff.
13 Section 2. Section 166.0486, Florida Statutes, is created
14 to read:
15 166.0486 Establishment of civilian oversight boards.—
16 (1) The chief of a municipal police department may
17 establish a civilian oversight board to review the policies and
18 procedures of his or her department and its subdivisions.
19 (2) The board must be composed of at least three and up to
20 seven members appointed by the chief of the municipal police
21 department.

24 And the title is amended as follows:
25 Delete lines 2 - 3
26 and insert:
27 An act relating to law enforcement and correctional
28 officers; creating s. 30.61, F.S.; authorizing county
29 sheriffs to establish civilian oversight boards to
30 review the policies and procedures of the sheriff’s
31 office and its subdivisions; providing for membership
32 of such boards; creating s. 166.0486, F.S.;
33 authorizing the chief of a municipal police department
34 to establish a civilian oversight board to review the
35 policies and procedures of the chief’s department and
36 its subdivisions; providing for membership of such
37 boards;
