    4  insert:
    5         3. A search engine that only facilitates an order to be
    6  picked up from a food service establishment without accepting a
    7  commission or fee for the order or connects a consumer to a food
    8  delivery platform’s website, mobile application, or payment and
    9  order processing system for the purpose of placing an order.
