4 and insert:
5 fiscal year, the sum of $30 million in recurring funds from the
6 General Revenue Fund is appropriated in the Grants and Aids –
7 Health Care Education Reimbursement and Loan Repayment Program
8 category to the Department of Health for the Florida
9 Reimbursement Assistance for Medical Education Program
10 established in s. 381.402, Florida Statutes.
11 Section 77. Effective July 1, 2024, for the 2024-2025
12 fiscal year, the sum of $8 million in recurring funds from the
13 General Revenue Fund is appropriated in the Dental Student Loan
14 Repayment Program category to the Department of Health for the
15 Dental Student Loan Repayment Program established in s.
16 381.4019, Florida Statutes.
17 Section 78. Effective July 1, 2024, for the 2024-2025
18 fiscal year, the sum of $23,357,876 in recurring funds from the
19 General Revenue Fund is appropriated in the Grants and Aids –
20 Minority Health Initiatives category to the Department of Health
21 to expand statewide the telehealth minority maternity care
22 program established in s. 383.2163, Florida Statutes. The
23 department shall establish 15 regions in which to implement the
24 program statewide based on the location of hospitals providing
25 obstetrics and maternity care and pertinent data from nearby
26 counties for severe maternal morbidity and maternal mortality.
27 The department shall identify the criteria for selecting
28 providers for regional implementation and, at a minimum,
29 consider the maternal level of care designations for hospitals
30 within the region, the neonatal intensive care unit levels of
31 hospitals within the region, and the experience of community
32 based organizations to screen for and treat common pregnancy
33 related complications.
34 Section 79. Effective July 1, 2024, for the 2024-2025
35 fiscal year, the sum of $25 million in recurring funds from the
36 General Revenue Fund is appropriated to the Agency for Health
37 Care Administration to implement the Training, Education, and
38 Clinicals in Health (TEACH) Funding Program established in s.
39 409.91256, Florida Statutes, as created by this act.
40 Section 80. Effective July 1, 2024, for the 2024-2025
41 fiscal year, the sum of $2 million in recurring funds from the
42 General Revenue Fund is appropriated to the University of
43 Florida, Florida State University, Florida Atlantic University,
44 and Florida Agricultural and Mechanical University for the
45 purpose of implementing lab school articulated health care
46 programs required by s. 1002.32, Florida Statutes. Each of these
47 state universities shall receive $500,000 from this
48 appropriation.
49 Section 81. Effective July 1, 2024, for the 2024-2025
50 fiscal year, the sum of $5 million in recurring funds from the
51 General Revenue Fund is appropriated in the Aid to Local
52 Governments Grants and Aids – Nursing Education category to the
53 Department of Education for the purpose of implementing the
54 Linking Industry to Nursing Education (LINE) Fund established in
55 s. 1009.8962, Florida Statutes.
56 Section 82. Effective July 1, 2024, for the 2024-2025
57 fiscal year, the sums of $21,315,000 in recurring funds from the
58 General Revenue Fund and $28,685,000 in recurring funds from the
59 Medical Care Trust Fund are appropriated in the Graduate Medical
60 Education category to the Agency for Health Care Administration
61 for the Slots for Doctors Program established in s. 409.909,
62 Florida Statutes.
63 Section 83. Effective July 1, 2024, for the 2024-2025
64 fiscal year, the sums of $42,630,000 in recurring funds from the
65 Grants and Donations Trust Fund and $57,370,000 in recurring
66 funds from the Medical Care Trust Fund are appropriated in the
67 Graduate Medical Education category to the Agency for Health
68 Care Administration to provide to statutory teaching hospitals
69 as defined in s. 408.07(46), Florida Statutes, which provide
70 highly specialized tertiary care, including comprehensive stroke
71 and Level 2 adult cardiovascular services; NICU II and III; and
72 adult open heart; and which have more than 30 full-time
73 equivalent (FTE) residents over the Medicare cap in accordance
74 with the CMS-2552 provider 2021 fiscal year-end federal Centers
75 for Medicare and Medicaid Services Healthcare Cost Report, HCRIS
76 data extract on December 1, 2022, worksheet E-4, line 6 minus
77 worksheet E-4, line 5, shall be designated as a High Tertiary
78 Statutory Teaching Hospital and be eligible for funding
79 calculated on a per Graduate Medical Education resident-FTE
80 proportional allocation that shall be in addition to any other
81 Graduate Medical Education funding. Of these funds, $44,562,400
82 shall be first distributed to hospitals with greater than 500
83 unweighted fiscal year 2022-2023 FTEs. The remaining funds shall
84 be distributed proportionally based on the total unweighted
85 fiscal year 2022-2023 FTEs. Payments to providers under this
86 section are contingent upon the nonfederal share being provided
87 through intergovernmental transfers in the Grants and Donations
88 Trust Fund. In the event the funds are not available in the
89 Grants and Donations Trust Fund, the State of Florida is not
90 obligated to make payments under this section.
91 Section 84. Effective July 1, 2024, for the 2024-2025
92 fiscal year, the sums of $57,402,343 in recurring funds from the
93 General Revenue Fund and $77,250,115 in recurring funds from the
94 Medical Care Trust Fund are appropriated to the Agency for
95 Health Care Administration to establish a Pediatric Normal
96 Newborn, Pediatric Obstetrics, and Adult Obstetrics Diagnosis
97 Related Grouping (DRG) reimbursement methodology. The fiscal
98 year 2024-2025 General Appropriations Act shall establish the
99 DRG reimbursement methodology for hospital inpatient services as
100 directed in s. 409.905(5)(c), Florida Statutes.
101 Section 85. Effective October 1, 2024, for the 2024-2025
102 fiscal year, the sums of $14,888,903 in recurring funds from the
103 General Revenue Fund and $20,036,979 in recurring funds from the
104 Medical Care Trust Fund are appropriated to the Agency for
105 Health Care Administration to provide a Medicaid reimbursement
106 rate increase for dental care services. The funding shall be
107 held in reserve. The agency shall develop a plan to increase
108 Medicaid reimbursement rates for preventive dental care services
109 by September 1, 2024. The agency may submit a budget amendment
110 pursuant to chapter 216, Florida Statutes, requesting release of
111 the funding. The budget amendment must include the final plan to
112 increase Medicaid reimbursement rates for preventive dental care
113 services. Health plans that participate in the Statewide
114 Medicaid Managed Care program shall pass through the fee
115 increase to providers in this appropriation.
116 Section 86. Effective July 1, 2024, for the 2024-2025
117 fiscal year, the sums of $83,456,275 in recurring funds from the
118 General Revenue Fund and $112,312,609 in recurring funds from
119 the Operations and Maintenance Trust Fund are appropriated in
120 the Home and Community-Based Services Waiver category to the
121 Agency for Persons with Disabilities to provide a uniform
122 iBudget Waiver provider rate increase.
123 Section 87. Effective July 1, 2024, for the 2024-2025
124 fiscal year, the sum of $11,525,152 in recurring funds from the
125 General Revenue Fund is appropriated in the Grants and Aids –
126 Community Mental Health Services category to the Department of
127 Children and Families to enhance crisis diversion through mobile
128 response teams established under s. 394.495, Florida Statutes,
129 by expanding existing or establishing new mobile response teams
130 to increase access, reduce response times, and ensure coverage
131 in every county.
132 Section 88. Effective July 1, 2024, for the 2024-2025
133 fiscal year, the sum of $10 million in recurring funds from the
134 General Revenue Fund is appropriated to the Department of Health
135 to implement the Health Care Screening and Services Grant
136 Program established in s. 381.9855, Florida Statutes, as created
137 by this act.
138 Section 89. Effective July 1, 2024, for the 2024-2025
139 fiscal year, the sums of $150,000 in nonrecurring funds from the
140 General Revenue Fund and $150,000 in nonrecurring funds from the
141 Medical Care Trust Fund are appropriated to the Agency for
142 Health Care Administration to contract with a vendor to develop
143 a reimbursement methodology for covered services at advanced
144 birth centers. The agency shall submit the reimbursement
145 methodology and estimated fiscal impact to the Executive Office
146 of the Governor’s Office of Policy and Budget, the chair of the
147 Senate Appropriations Committee, and the chair of the House
148 Appropriations Committee no later than December 31, 2024.
149 Section 90. Effective October 1, 2024, for the 2024-2025
150 fiscal year, the sums of $12,365,771 in recurring funds from the
151 General Revenue Fund, $127,300 in recurring funds from the
152 Refugee Assistance Trust Fund, and $16,514,132 in recurring
153 funds from the Medical Care Trust Fund are appropriated to the
154 Agency for Health Care Administration to provide a Medicaid
155 reimbursement rate increase for private duty nursing services
156 provided by licensed practical nurses and registered nurses.
157 Health plans that participate in the Statewide Medicaid Managed
158 Care program shall pass through the fee increase to providers in
159 this appropriation.
160 Section 91. Effective October 1, 2024, for the 2024-2025
161 fiscal year, the sums of $14,580,660 in recurring funds from the
162 General Revenue Fund and $19,622,154 in recurring funds from the
163 Medical Care Trust Fund are appropriated to the Agency for
164 Health Care Administration to provide a Medicaid reimbursement
165 rate increase for occupational therapy, physical therapy, and
166 speech therapy providers. Health plans that participate in the
167 Statewide Medicaid Managed Care program shall pass through the
168 fee increase to providers in this appropriation.
169 Section 92. Effective October 1, 2024, for the 2024-2025
170 fiscal year, the sums of $5,522,795 in recurring funds from the
171 General Revenue Fund and $7,432,390 in recurring funds from the
