1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 s. 320.08058, F.S.; directing the Department of
4 Highway Safety and Motor Vehicles to develop Recycle
5 Florida and Boating Capital of the World license
6 plates; providing for distribution and use of fees
7 collected from the sale of the plates; providing an
8 effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsections (127) and (128) are added to section
13 320.08058, Florida Statutes, to read:
14 320.08058 Specialty license plates.—
15 (127) RECYCLE FLORIDA LICENSE PLATES.—
16 (a) The department shall develop a Recycle Florida license
17 plate as provided in this section and s. 320.08053. The plate
18 must bear the colors and design approved by the department. The
19 word “Florida” must appear at the top of the plate, and the
20 words “Recycle Florida” must appear at the bottom of the plate.
21 (b) The department shall retain all annual use fees from
22 the sale of the plate until all startup costs for developing and
23 issuing the plate have been recovered. Thereafter, the annual
24 use fees from the sale of the plate must be distributed to
25 Recycle Florida Today Foundation, Inc., to increase public
26 awareness about the importance of recycling, resource
27 conservation, and environmental stewardship; to promote robust,
28 comprehensive, and sustainable recycling programs; and to
29 support the professional development of persons employed in
30 fields including, but not limited to, recycling, conservation,
31 and sustainability.
32 (128) BOATING CAPITAL OF THE WORLD LICENSE PLATES.—
33 (a) The department shall develop a Boating Capital of the
34 World license plate as provided in this section and s.
35 320.08053. The plate must bear the colors and design approved by
36 the department. The word “Florida” must appear at the top of the
37 plate, and the words “Boating Capital of the World” must appear
38 at the bottom of the plate.
39 (b) The department shall retain all annual use fees from
40 the sale of the plate until all startup costs for developing and
41 issuing the plate have been recovered. Thereafter, the annual
42 use fees from the sale of the plate must be distributed to
43 Captain Sandy’s Charities, to be used to increase public
44 awareness of employment opportunities in the maritime industry;
45 to fund maritime workforce instruction and training; to promote
46 professional development and job placement in all sectors of
47 employment; and to support the advancement of education of
48 trainees in the maritime industry, both at sea and on land.
49 Section 2. This act shall take effect October 1, 2024.
