The Committee on Governmental Oversight and Accountability
(Bradley) recommended the following:
1 Senate Amendment (with title amendment)

3 Delete lines 19 - 29
4 and insert:
5 other technological means as long as such meetings:
6 1. Meet all of the requirements for public notice, public
7 access, and public participation.
8 2. Do not convene meetings via teleconferencing or other
9 technological means more than two times per calendar year.
10 3. Do not include formal action on ordinances.
11 4. Are not a quasi-judicial hearing.
12 (b) The limitations placed on meetings conducted via
13 teleconferencing or other technological means under sub
14 paragraphs (a)2., (a)3., and (a)4. may be suspended by the
15 Governor during the first 60 days of a state of emergency
16 declared by the Governor pursuant to chapter 252 which affects
17 the municipality in which the meeting would occur.

20 And the title is amended as follows:
21 Delete lines 8 - 9
22 and insert:
23 specific limitations placed on such meetings may be
24 suspended by the Governor upon a declared state of
25 emergency impacting the municipality in which the
26 meeting would occur;
