The Committee on Fiscal Policy (Burgess) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete lines 607 - 612
4 and insert:
5 (3) Make sample student editions of instructional materials
6 on the commissioner’s list of state-adopted instructional
7 materials electronically available, at a discount below
8 publisher cost, for use by teacher preparation programs and by
9 educator preparation institutes as defined in ss. 1004.04 and
10 1004.85(1), respectively, for each adoption cycle, to enable
11 educators to practice teaching with currently adopted
12 instructional materials aligned to state academic standards.
13 (a) Teacher preparation programs and educator preparation
14 institutes that use samples to practice teaching shall provide
15 reasonable safeguards against the unauthorized use,
16 reproduction, and distribution of the sample copies of
17 instructional materials.
18 (b) Notwithstanding s. 1006.38(5), publishers may make
19 sample student editions of adopted instructional materials
20 available at a discounted price to teacher preparation programs
21 and educator preparation institutes for the instructional
22 purpose of educators practicing with current materials.
