       Senator Gruters moved the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Between lines 116 and 117
    4  insert:
    5         (IV) The court, upon a showing of good cause, may issue an
    6  order authorizing any person to obtain a public record that
    7  reveals the identity of an officer who was involved in a use of
    8  force incident and may prescribe any restrictions or
    9  stipulations that the court deems appropriate. In determining
   10  good cause, the court shall consider:
   11         (A) Whether such disclosure is necessary for the public
   12  evaluation of governmental performance;
   13         (B) The seriousness of the intrusion into the officer’s
   14  right to privacy and whether such disclosure is the least
   15  intrusive means available; and
   16         (C) Whether such disclosure will likely subject the officer
   17  to intimidation, harassment, or abuse.
