The Committee on Fiscal Policy (Calatayud) recommended the
following:
1 Senate Amendment (with title amendment)

3 Delete lines 191 - 233
4 and insert:
5 equivalent county officer, or his or her designee; the district
6 administrator from the appropriate district of the Department of
7 Children and Families, or the administrator’s designee who is a
8 member of the Senior Management Service or the Selected Exempt
9 Service; the director of the county health department or the
10 director’s designee; the state attorney for the county or the
11 state attorney’s designee; the chief judge assigned to juvenile
12 cases, or another juvenile judge who is the chief judge’s
13 designee and who shall sit as a voting member of the board,
14 except that the judge may not vote or participate in setting ad
15 valorem taxes under this section; an individual who is selected
16 by the board of the local United Way or its equivalent; a member
17 of a locally recognized faith-based coalition, selected by that
18 coalition; a member of the local chamber of commerce, selected
19 by that chamber or, if more than one chamber exists within the
20 county, a person selected by a coalition of the local chambers;
21 a member of the early learning coalition, selected by that
22 coalition; a representative of a labor organization or union
23 active in the county; a member of a local alliance or coalition
24 engaged in cross-system planning for health and social service
25 delivery in the county, selected by that alliance or coalition;
26 a member of the local Parent-Teachers Association/Parent
27 Teacher-Student Association, selected by that association; a
28 youth representative selected by the local school system’s
29 student government; a local school board member appointed by the
30 chair of the school board; the mayor of the county or the
31 mayor’s designee; one member of the county governing body,
32 appointed by the chair of that body; a member of the state
33 Legislature who represents residents of the county, selected by
34 the chair of the local legislative delegation; an elected
35 official representing the residents of a municipality in the
36 county, selected by the county municipal league; and 4 members
37 at-large, appointed to the council by the majority of sitting
38 council members. The remaining seven members shall be appointed
39 by the Governor in accordance with procedures set forth in
40 paragraph (a), except that the Governor may remove a member for
41 cause or upon the written petition of the council. Appointments
42 by the Governor must, to the extent reasonably possible,
43 represent the geographic and demographic makeup diversity of the
44 population of the county. Members who are appointed to the
45 council by reason of their position are not subject to the
46 length of terms and limits on consecutive terms as provided in
47 this section. The remaining appointed members of the governing
48 body shall be appointed to serve 3-year 2-year terms,

55 bodies of certain independent special districts;
56 authorizing the county governing body to select an
