Senator DiCeglie moved the following:
1 Senate Amendment (with title amendment)

3 Between lines 1138 and 1139
4 insert:
5 Section 22. Effective upon becoming a law, the Office of
6 Program Policy Analysis and Government Accountability (OPPAGA)
7 shall conduct a study on actions taken by local governments
8 after hurricanes which are related to comprehensive plans, land
9 development regulations, and procedures for review, approval, or
10 issuance of site plans, permits, or development orders. The
11 study must focus on the impact that local government actions,
12 including moratoriums, ordinances, and procedures, have had or
13 may have on construction, reconstruction, or redevelopment of
14 any property damaged by hurricanes. In its research, the OPPAGA
15 must survey stakeholders that play integral parts in the
16 rebuilding and recovery process. The OPPAGA must make
17 recommendations for legislative options to remove impediments to
18 the construction, reconstruction, or redevelopment of any
19 property damaged by a hurricane and prevent the implementation
20 by local governments of burdensome or restrictive procedures and
21 processes. The OPPAGA must submit the report to the President of
22 the Senate and the Speaker of the House of Representatives by
23 December 1, 2025.

29 for future expiration; requiring the Office of Program
30 Policy Analysis and Government Accountability to
31 conduct a study on certain local government actions
32 after hurricanes; specifying requirements for the
33 study and legislative recommendations; requiring the
34 office to submit a report to the Legislature by a
35 specified date; reenacting s. 252.55(6), F.S.,
