    1                        A bill to be entitled                      
    2         An act relating to campaign finance; creating s.
    3         106.1438, F.S.; defining the term “state agency”;
    4         prohibiting state agencies from using state funds to
    5         advocate for or against any matter that is the subject
    6         of a constitutional amendment or revision; providing
    7         an effective date.

    9  Be It Enacted by the Legislature of the State of Florida:
   10  
   11         Section 1. Section 106.1438, Florida Statutes, is created
   12  to read:
   13         106.1438 Advertisements by the state.—
   14         (1) As used in this section, the term “state agency” has
   15  the same meaning as in s. 110.107.
   16         (2) A state agency may not use any state funds to advocate
   17  for or against any matter that is the subject of an amendment or
   18  a revision to the State Constitution, regardless of whether the
   19  amendment or revision was proposed by the Legislature, through
   20  the initiative process, by the Constitution Revision Commission,
   21  by the Taxation and Budget Reform Commission, or a
   22  constitutional convention.
   23         Section 2. This act shall take effect July 1, 2025.
