    1                        A bill to be entitled                      
    2         An act relating to toll payments; amending s. 338.155,
    3         F.S.; exempting certain disabled veterans and persons
    4         operating motor vehicles and motorcycles displaying
    5         certain license plates from the required payment of
    6         tolls for the use of toll facilities; reenacting s.
    7         316.1001(1), F.S., relating to the required payment of
    8         tolls on toll facilities and penalties, to incorporate
    9         the amendment made to s. 338.155, F.S., in a reference
   10         thereto; providing an effective date.
   11          
   12  Be It Enacted by the Legislature of the State of Florida:
   13  
   14         Section 1. Paragraph (a) of subsection (1) of section
   15  338.155, Florida Statutes, is amended to read:
   16         338.155 Payment of toll on toll facilities required;
   17  exemptions.—
   18         (1)(a) A person may not use a toll facility without payment
   19  of tolls, except:
   20         1. An employee of the agency operating the toll project
   21  when using the toll facility on official state business.
   22         2. State military personnel while on official military
   23  business.
   24         3. A person with a disability as provided in subsection
   25  (3).
   26         4. A person exempt from toll payment by the authorizing
   27  resolution for bonds issued to finance the facility.
   28         5. A person exempt on a temporary basis where use of such
   29  toll facility is required as a detour route.
   30         6. A law enforcement officer operating an official vehicle
   31  while on official law enforcement business.
   32         7. A person operating a fire vehicle while on official
   33  business or a rescue vehicle while on official business.
   34         8. A person participating in the funeral procession of a
   35  law enforcement officer or firefighter killed in the line of
   36  duty.
   37         9.A person who has been determined by the United States
   38  Department of Veterans Affairs or its predecessor to have a
   39  service-connected 100-percent disability rating for compensation
   40  or who has been determined to have a service-connected
   41  disability rating of 100 percent and is in receipt of disability
   42  retirement pay from any branch of the United States Armed
   43  Services.
   44         10. A person operating a motor vehicle displaying a Purple
   45  Heart specialty license plate or a motorcycle displaying a
   46  Purple Heart special motorcycle license plate.
   47         Section 2. For the purpose of incorporating the amendment
   48  made by this act to section 338.155, Florida Statutes, in a
   49  reference thereto, subsection (1) of section 316.1001, Florida
   50  Statutes, is reenacted to read:
   51         316.1001 Payment of toll on toll facilities required;
   52  penalties.—
   53         (1) A person may not use any toll facility without payment
   54  of tolls, except as provided in s. 338.155. Failure to pay a
   55  prescribed toll is a noncriminal traffic infraction, punishable
   56  as a moving violation under chapter 318.
   57         Section 3. This act shall take effect July 1, 2025.
