1 A bill to be entitled
2 An act relating to specialty license plates; amending
3 s. 320.08058, F.S.; directing the Department of
4 Highway Safety and Motor Vehicles to develop a Miami
5 Dade College license plate and a St. Petersburg
6 College license plate; providing for distribution and
7 use of fees collected from the sale of the plates;
8 providing an effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsections (136) and (137) are added to section
13 320.08058, Florida Statutes, to read:
14 320.08058 Specialty license plates.—
15 (136) MIAMI DADE COLLEGE LICENSE PLATE.—
16 (a) The department shall develop a Miami Dade College
17 license plate as provided in this section and s. 320.08053. The
18 plate must bear the colors and design approved by the
19 department. The word “Florida” must appear at the top of the
20 plate, and the words “Miami Dade College” must appear at the
21 bottom or side of the plate.
22 (b) The annual use fees from the sale of the plate shall be
23 distributed to the Miami Dade College Foundation, Inc., which
24 may use up to 10 percent of such fees for administrative costs
25 and marketing of the plate. The balance of the fees must be used
26 by the Miami Dade College Foundation, Inc., to fund student
27 scholarships.
28 (137) ST. PETERSBURG COLLEGE LICENSE PLATE.—
29 (a) The department shall develop a St. Petersburg College
30 license plate as provided in this section and s. 320.08053. The
31 plate must bear the colors and design approved by the
32 department. The word “Florida” must appear at the top of the
33 plate, and the words “St. Petersburg College” must appear at the
34 bottom of the plate.
35 (b) The annual use fees from the sale of the plate must be
36 distributed to the St. Petersburg College Foundation, Inc., and
37 allocated as follows:
38 1. Ten percent may be used for administrative costs related
39 to the promotion and marketing of the plate.
40 2. Forty percent must be dedicated to funding student
41 scholarships to ensure access to quality education for students
42 in need.
43 3. Fifty percent must be used to fund initiatives that
44 embolden student success, particularly in emerging technologies
45 and workforce development programs, to prepare students for
46 high-demand careers and the future economy.
47 Section 2. This act shall take effect October 1, 2025.
