House Comm: RCS . 04/01/2025 . . . . ————————————————————————————————————————————————————————————————— ————————————————————————————————————————————————————————————————— The Committee on Governmental Oversight and Accountability (Yarborough) recommended the following: 1 Senate Amendment 2 3 Delete lines 55 - 102 4 and insert: 5 the liaison for faith and community. 6 (b) The primary purpose of the office is to better serve 7 the most vulnerable persons of this state through more robust 8 and connected faith and community networks in coordination with 9 state resources. 10 (c) The office shall: 11 1. Advocate for faith-based and community-based 12 organizations seeking access to, direction from, or support from 13 state agencies. For the purpose of this section, "state 14 agencies" means those agencies designated in s. 20.055. 15 2. Establish and operate the Florida Faith and Community 16 Phone, a dedicated phone line for faith-based and community 17 based leaders in this state to connect with the Executive Office 18 of the Governor. 19 3. Establish meaningful lines of communication to connect 20 with and provide resources to faith-based and community-based 21 organizations in this state. The office shall deliver relevant 22 and useful information from the Executive Office of the Governor 23 and state agencies to the faith and community networks in this 24 state. 25 4. Develop and provide resources for enhanced connection 26 between civil service systems, state agencies, and faith-based 27 and community-based organizations in this state, using 28 technology to connect faith-based ministries and nonprofits with 29 local faith-based and community-based organizations to address 30 identified needs of a community. 31 5. In coordination with the heads of the state agencies, 32 identify bureaucratic or regulatory burdens within state 33 government that unnecessarily restrict, impede, or otherwise 34 burden faith-based and community-based organizations from their 35 involvement with, collaboration with, or service to the most 36 vulnerable persons in this state. 37 6. Provide administrative support to the Florida Faith 38 based and Community-based Advisory Council under s. 14.31. 39 (4) LIAISON FOR FAITH AND COMMUNITY.— 40 (a) The position of the liaison for faith and community is 41 established within the Executive Office of the Governor, and the 42 liaison shall be appointed by and serve at the pleasure of the 43 Governor. 44 (b) The duties of the liaison for faith and community 45 include, but are not limited to: 46 1. Serving as a senior advisor of faith-based and 47 community-based issues to the Governor, Lieutenant Governor, and 48 senior leadership within the Executive Office of the Governor. 49 2. Leading the Office of Faith and Community and executing 50 the objectives outlined in this section. 51 3.
