The Committee on Fiscal Policy (Pizzo) recommended the
following:

3 Delete everything after the enacting clause
4 and insert:
5 Section 1. Paragraph (p) of subsection (4) of section
6 320.08056, Florida Statutes, is amended to read:
7 320.08056 Specialty license plates.—
8 (4) The following license plate annual use fees shall be
9 collected for the appropriate specialty license plates:
10 (p) Florida Wildflower license plate, $25, except that for
11 an owner purchasing the specialty plate for more than 10
12 vehicles registered to that owner, the annual use fee shall be
13 $15 per plate.
14 Section 2. Subsections (136) through (145) are added to
15 section 320.08058, Florida Statutes, to read:
16 320.08058 Specialty license plates.—
17 (136) SUPPORTING FHP TROOPERS LICENSE PLATES.—
18 (a) The department shall develop a Supporting FHP Troopers
19 license plate as provided in this section and s. 320.08053. The
20 plate must bear the colors and design approved by the
21 department. The word “Florida” must appear at the top of the
22 plate, and the words “Supporting FHP Troopers” must appear at
23 the bottom of the plate.
24 (b) The annual use fees from the sale of the plate must be
25 distributed to the Florida Highway Patrol Advisory Council,
26 Inc., a nonprofit organization under s. 501(c)(3) of the
27 Internal Revenue Code, which may use up to 10 percent of the
28 fees for administrative costs and marketing of the plate. The
29 Florida Highway Patrol Advisory Council, Inc., must use the
30 remaining fees to fund scholarships, based on the council’s
31 established criteria, for current members of the Florida Highway
32 Patrol and their family members who are attending a vocational
33 school, technical school, college, or university. For purposes
34 of this paragraph, the term “family member” means a spouse,
35 child, stepchild, or legally adopted child of the Florida
36 Highway Patrol member or a child raised in the home and claimed
37 by the Florida Highway Patrol member as a dependent under the
38 federal income tax code before the child’s 18th birthday.
39 (137) MIAMI DADE COLLEGE LICENSE PLATES.—
40 (a) The department shall develop a Miami Dade College
41 license plate as provided in this section and s. 320.08053. The
42 plate must bear the colors and design approved by the
43 department. The word “Florida” must appear at the top of the
44 plate, and the words “Miami Dade College” must appear at the
45 bottom or side of the plate.
46 (b) The annual use fees from the sale of the plate shall be
47 distributed to the Miami Dade College Foundation, Inc., which
48 may use up to 10 percent of the fees for administrative costs
49 and marketing of the plate. The balance of the fees must be used
50 by the Miami Dade College Foundation, Inc., to fund student
51 scholarships.
52 (138) ST. PETERSBURG COLLEGE LICENSE PLATES.—
53 (a) The department shall develop a St. Petersburg College
54 license plate as provided in this section and s. 320.08053. The
55 plate must bear the colors and design approved by the
56 department. The word “Florida” must appear at the top of the
57 plate, and the words “St. Petersburg College” must appear at the
58 bottom of the plate.
59 (b) The annual use fees from the sale of the plate must be
60 distributed to the St. Petersburg College Foundation, Inc., and
61 allocated as follows:
62 1. Ten percent may be used for administrative costs related
63 to the promotion and marketing of the plate.
64 2. Forty percent must be dedicated to funding student
65 scholarships to ensure access to quality education for students
66 in need.
67 3. Fifty percent must be used to fund initiatives that
68 embolden student success, particularly in emerging technologies
69 and workforce development programs, to prepare students for
70 high-demand careers and the future economy.
71 (139) MIAMI NORTHWESTERN ALUMNI ASSOCIATION LICENSE
72 PLATES.—
73 (a) The department shall develop a Miami Northwestern
74 Alumni Association license plate as provided in this section and
75 s. 320.08053. The plate must bear the colors and design approved
76 by the department. The word “Florida” must appear at the top of
77 the plate, and the words “Miami Northwestern Alumni Association”
78 must appear at the bottom of the plate.
79 (b) The annual use fees from the sale of the plate must be
80 distributed to the Miami Northwestern Alumni Association, Inc.,
81 which may use up to 10 percent of the fees for administrative
82 costs and marketing of the plate. The balance of the fees must
83 be used by the Miami Northwestern Alumni Association, Inc., to
84 fund need-based scholarships, academic programs, and athletic
85 programs for the benefit of Miami Northwestern Senior High
86 School students and the Miami Northwestern Senior High School
87 Performing and Visual Arts Center.
88 (140) UNITED STATES NAVAL ACADEMY LICENSE PLATES.—
89 (a) The department shall develop a United States Naval
90 Academy license plate as provided in this section and s.
91 320.08053. The plate must bear the colors and design approved by
92 the department. The word “Florida” must appear at the top of the
93 plate, and the words “Go Navy, Beat Army!” must appear at the
94 bottom of the plate.
95 (b) The annual use fees from the sale of the plate shall be
96 distributed to the Blue Angels Foundation, Inc., which may use
97 up to 10 percent of the fees for administrative costs related to
98 the promotion and marketing of the plate. The balance of the
99 fees must be used by the Blue Angels Foundation, Inc., to
100 provide funding to wounded veterans for critical services, with
101 a focus on transitional housing, posttraumatic stress disorder
102 treatment, and suicide prevention.
103 (141) UNITED STATES MILITARY ACADEMY LICENSE PLATES.—
104 (a) The department shall develop a United States Military
105 Academy license plate as provided in this section and s.
106 320.08053. The plate must bear the colors and design approved by
107 the department. The word “Florida” must appear at the top of the
108 plate, and the words “Go Army, Beat Navy!” must appear at the
109 bottom of the plate.
110 (b) The annual use fees from the sale of the plate must be
111 distributed to the Home Base Florida, which may use up to 10
112 percent of the fees for administrative costs related to
113 promotion and marketing of the plate. The balance of the fees
114 must be used by the Home Base Florida to assist in world-class
115 clinical care, wellness, education, and research for veterans,
116 service members, and their family members who need more complex
117 care.
118 (142) SAVE COASTAL WILDLIFE LICENSE PLATES.—
119 (a) The department shall develop a Save Coastal Wildlife
120 license plate as provided in this section and s. 320.08053. The
121 plate must bear the colors and design approved by the
122 department. The word “Florida” must appear at the top of the
123 plate, and the words “Save Coastal Wildlife” must appear at the
124 bottom of the plate. The plate must include the image of an
125 American flamingo.
126 (b) The annual use fees from the sale of the plate must be
127 distributed to the Zoo Miami Foundation, a nonprofit
128 organization under s. 501(c)(3) of the Internal Revenue Code,
129 for conservation of imperiled coastal wildlife and ecosystems in
130 this state through field conservation and mission-focused
131 research. Up to 10 percent of the annual use fees may be used
132 for costs associated with the design and creation of the license
133 plate, annual administrative costs directly associated with the
134 administration of the Save Coastal Wildlife program, and
135 marketing of the license plate. Of the remaining funds:
136 1. Eighty-five percent must be used to maintain programs at
137 the Marjory Stoneman Douglas Institute at Zoo Miami which
138 conserve imperiled coastal wildlife and ecosystems.
139 2. Fifteen percent must be distributed to eligible Florida
140 based nonprofit organizations to conserve native imperiled
141 coastal wildlife and ecosystems.
142 (143) BROWARD COLLEGE LICENSE PLATES.—
143 (a) The department shall develop a Broward College license
144 plate as provided in this section and s. 320.08053. The plate
145 must bear the colors and design approved by the department. The
146 word “Florida” must appear at the top of the plate, and the
147 words “Broward College” must appear at the bottom of the plate.
148 (b) The annual use fees from the sale of the plate must be
149 distributed to the Broward College Foundation, Inc., and
150 allocated as follows:
151 1. Ten percent may be used for administrative costs related
152 to the promotion and marketing of the plate.
153 2. Forty percent must be dedicated to funding student
154 scholarships to ensure access to quality education for students
155 in need.
156 3. Fifty percent must be used to fund initiatives that
157 embolden student success, particularly in emerging technologies
158 and workforce development programs, to prepare students for
159 high-demand careers and the future economy.
160 (144) TAMPA THEATRE LICENSE PLATES.—
161 (a) The department shall develop a Tampa Theatre license
162 plate as provided in this section and s. 320.08053. The plate
163 must bear the colors and design approved by the department. The
164 word “Florida” must appear at the top of the plate, and the
165 words “Historic Tampa Theatre” must appear at the bottom of the
166 plate.
167 (b) The annual use fees from the sale of the plate shall be
168 distributed to Tampa Theatre, Inc., a Florida nonprofit
169 corporation under s. 501(c)(3) of the Internal Revenue Code,
170 which may use up to 10 percent of the fees for the
171 administration, promotion, and marketing of the plate. The
172 remaining fees must be used by Tampa Theatre, Inc., to fund its
173 efforts to preserve and program the historic Tampa Theatre.
174 (145) THE FLORIDA AQUARIUM LICENSE PLATES.—
175 (a) The department shall develop a The Florida Aquarium
176 license plate as provided in this section and s. 320.08053. The
177 plate must bear the colors and design approved by the
178 department. The word “Florida” must appear at the top of the
179 plate, and the words “The Florida Aquarium” must appear at the
180 bottom of the plate.
181 (b) The annual use fees from the sale of the plate shall be
182 distributed to The Florida Aquarium, Inc., a Florida nonprofit
183 corporation under s. 501(c)(3) of the Internal Revenue Code,
184 which may use up to 10 percent of the fees for the
185 administration, promotion, and marketing of the plate. The
186 remaining fees must be used by The Florida Aquarium, Inc., to
187 fund its efforts to save marine wildlife, provide environmental
188 education, and inspire conservation action.
189 Section 3. This act shall take effect October 1, 2025.
