       The Committee on Ethics and Elections (Bernard) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 38 - 44
    4  and insert:
    5  candidate’s campaign account. If a candidate’s check is returned
    6  by the bank for any reason, the filing officer must shall
    7  immediately notify the candidate and the candidate must shall
    8  have until the end of qualifying to pay the fee with a
    9
