The Committee on Governmental Oversight and Accountability
(Massullo) recommended the following:
1 Senate Amendment (with title amendment)

3 Delete everything after the enacting clause
4 and insert:
5 Section 1. This act may be cited as the “Recognizing Judea
6 and Samaria Act.”
7 Section 2. Section 1.016, Florida Statutes, is created to
8 read:
9 1.016 Recognizing Judea and Samaria.—
10 (1) LEGISLATIVE INTENT.—It is the intent of the Legislature
11 to:
12 (a) Refer to the land liberated by Israel from Jordan
13 during the 1967 Six-Day War by its historical name of “Judea and
14 Samaria,” with the land south of Jerusalem being considered
15 “Judea” and the land north of Jerusalem being considered
16 “Samaria.”
17 (b) No longer use the term “West Bank” in official
18 government materials.
19 (2) DEFINITIONS.—As used in this act, the term:
20 (a) “Official government material” means a guidance, rule,
21 material, briefing, press release, communication, or work
22 product document prepared by a state agency.
23 (b) “State agency” means every department, division,
24 office, board, commission, and institution of this state.
25 (3) PROHIBITIONS.—A state agency may not use the term “West
26 Bank” to refer to Judea and Samaria in an official government
27 material or use moneys to create an official government material
28 that refers to Judea and Samaria as “West Bank.”
29 Section 3. Instructional materials, as defined in s.
30 1006.28(1)(a), Florida Statutes, and library media center
31 collections that are adopted on or after July 1, 2026, by a
32 district school board or charter school governing board must
33 refer to the land liberated by Israel from Jordan during the
34 1967 Six-Day War by its historical name of “Judea and Samaria,”
35 with the land south of Jerusalem being considered “Judea” and
36 the land north of Jerusalem being considered “Samaria.” Such
37 materials and collections adopted on or after July 1, 2026, by a
38 district school board or charter school governing board may not
39 use the term “West Bank” to refer to Judea and Samaria.
40 Section 4. This act shall take effect July 1, 2026.

44 Delete everything before the enacting clause
45 and insert:
46 A bill to be entitled
47 An act relating to recognizing Judea and Samaria;
48 providing a short title; creating s. 1.016, F.S.;
49 providing legislative intent; defining terms;
50 prohibiting state agencies from using the term “West
51 Bank” in official government materials; prohibiting
52 state agencies from using moneys to create official
53 government materials using such term; requiring
54 instructional materials and library media center
55 collections adopted by certain entities on or after a
56 specified date to refer to a certain area as Judea and
57 Samaria; prohibiting instructional materials and
58 library media center collections adopted by certain
59 entities on or after a specified date from using the
60 term “West Bank”; providing an effective date.
