    3         Delete lines 1538 - 1545
    4  and insert:
    5  negotiate the impact of the financial urgency. If, by October 1
    6  of each year, a dispute exists between the public employer and
    7  the bargaining agent as to the impact of the financial urgency,
    8  one of the parties must, within 2 business days, declare an
    9  impasse in writing to the other party and to the commission. The
   10  parties must then proceed to follow the requirements under s.
