Senator Grall moved the following:

3 Delete lines 423 - 460
4 and insert:
5 (4) For purposes of this subsection, to “promote” a foreign
6 terrorist organization or a domestic terrorist organization
7 means making a statement or taking an action that supports,
8 approves, or encourages a terrorist organization’s extralegal
9 violence and which in context:
10 (a) Is reasonably interpreted as a true threat of unlawful
11 violence;
12 (b) Materially disrupts the orderly learning environment;
13 (c) Involves substantial disorder or the invasion of the
14 rights of others; or
15 (d) Constitutes the provision of material support for or
16 the recruitment of members for such an organization.
17 Section 13. Section 1009.01, Florida Statutes, is amended
18 to read:
19 1009.01 Definitions.—The term:
20 (1) “Domestic terrorist organization” means an organization
21 whose designation as such has been published in the Florida
22 Administrative Register in accordance with s. 943.03102.
23 (2) “Foreign terrorist organization” means an organization
24 whose designation as such has been published in the Florida
25 Administrative Register in accordance with s. 943.03102.
26 (3) “Out-of-state fee” means the additional fee for
27 instruction charged by a public postsecondary educational
28 institution in this state, which fee is charged to a student who
29 does not qualify for the in-state tuition rate pursuant to s.
30 1009.21. A charge for any other purpose may not be included in
31 this fee.
32 (4) “Promote” a foreign terrorist organization or a
33 domestic terrorist organization, or a person or entity providing
34 material support to such organizations means making a statement
35 or taking an action that supports, approves, or encourages a
36 terrorist organization’s extralegal violence and which in
37 context:
38 (a) Is reasonably interpreted as a true threat of unlawful
39 violence;
40 (b) Materially disrupts the orderly learning environment;
41 (c) Involves substantial disorder or the invasion of the
42 rights of others; or
43 (d) Constitutes the provision of material support for or
44 the recruitment of members for such an organization.
