The Committee on Rules (Gaetz) recommended the following:
1 Senate Amendment (with title amendment)

3 Delete everything after the enacting clause
4 and insert:
5 Section 1. (1) As used in this section, the term “impacted
6 local government” means a county listed in the Federal Disaster
7 Declaration for Hurricane Debby (DR-4806), Hurricane Helene (DR
8 4828), or Hurricane Milton (DR-4834) which was designated or
9 within which a tribal area was designated as eligible for both
10 individual assistance and public assistance under the Robert T.
11 Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C.
12 ss. 5121 et seq., and each municipality within one of those
13 counties.
14 (2) Effective July 1, 2026, section 28 of chapter 190-2025,
15 Laws of Florida, applies only to a county or a municipality that
16 is an impacted local government.
17 Section 2. This act shall take effect July 1, 2026.

23 A bill to be entitled
24 An act relating to land use regulations; defining the
25 term “impacted local government”; providing
26 applicability; providing an effective date.
