       The Committee on Rules (Gaetz) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 82
    4  and insert:
    5  1, 2024; except that a resident of or the owner of a business in
    6  a county or municipality that is not an impacted local
    7  government may continue to rely upon the provisions of s. 28 of
    8  chapter 2025-190 if the resident or business owner completed or
    9  commenced the construction, reconstruction, or redevelopment of
   10  the property prior to the effective date of this act.

   15  and insert:
