       The Committee on Rules (Pizzo) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 824 - 825
    4  and insert:
    5         (4)(a) All permits shall comply with the requirements of
    6  paragraph (3)(a) subsection (3) by July 1, 2028 2022.
    7         (b) Local governments that do not transport biosolids for
    8  land application outside of their respective county boundaries
    9  shall comply with the requirements of paragraph (3)(a) by July
   10  1, 2031. This paragraph may not be construed to prohibit the
   11  transportation of Class B biosolids by a local government
   12  outside of its boundaries to a Class AA biosolids treatment
   13  facility or waste-to-energy facility located within the
   14  boundaries of another local government.

   19  and insert:
   20         specified provisions; authorizing local governments
   21         that do not transport biosolids outside of their
   22         respective county boundaries to comply with specified

   24         construction; amending s. 482.071, F.S.;
