       The Committee on Rules (Martin) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 810 - 825
    4  and insert:
    5         Section 14. Present paragraphs (a) and (b) of subsection
    6  (3) of section 403.0855, Florida Statutes, are redesignated as
    7  paragraphs (b) and (c) of subsection (3), a new paragraph (a) is
    8  added to subsection (3), and subsections (2) and (4) of that
    9  section are amended, to read:
   10         403.0855 Biosolids management.—
   11         (2) The department shall adopt rules for biosolids
   12  management. Rules adopted by the department pursuant to this
   13  section may not take effect until ratified by the Legislature.
   14         (3) For a new land application site permit or a permit
   15  renewal issued after July 1, 2020, the permittee of a biosolids
   16  land application site shall:
   17         (a) Ensure that only Class AA biosolids are applied to the
   18  soil.
   19         (4) All permits shall comply with the requirements of
   20  paragraph (3)(a) subsection (3) by July 1, 2028 2022, except for
   21  permits issued by local governments which do not authorize the
   22  transportation of biosolids outside its boundaries for land
   23  application. Such permits must comply with the requirements of
   24  paragraph (3)(a) by July 1, 2030. This subsection may not be
   25  construed to prohibit the transportation of Class B biosolids by
   26  a local government outside of its boundaries to a Class AA
   27  treatment facility or waste-to-energy facility in another local
   28  government.

   35         requiring certain permits issued by local governments
   36         to comply with specified provisions by a specified
