The Committee on Judiciary (Wright) recommended the following:
1 Senate Amendment (with title amendment)

3 Delete everything after the enacting clause
4 and insert:
5 Section 1. Section 250.0311, Florida Statutes, is created
6 to read:
7 250.0311 United States military installations; concurrent
8 legislative jurisdiction over delinquency matters.—
9 (1) This state accepts and shall exercise concurrent
10 legislative jurisdiction with the United States over matters
11 involving a child who has allegedly violated a federal law on a
12 United States military installation, but only if:
13 (a) The military installation is located within the
14 boundaries of this state.
15 (b) The United States Attorney or the United States
16 District Court for the applicable district in this state has
17 waived exclusive jurisdiction.
18 (c) The violation of federal law is also a crime under
19 state law.
20 (2) If concurrent legislative jurisdiction has been
21 established pursuant to subsection (1), the circuit court shall
22 have exclusive original jurisdiction over the matter in
23 accordance with chapter 985.
24 Section 2. This act shall take effect July 1, 2026.

32 over United States military installations; creating s.

34 jurisdiction with the United States over delinquency
35 matters on United States military installations;
36 providing conditions; establishing circuit court
37 jurisdiction over such matters; providing an effective
38 date.
