       The Committee on Environment and Natural Resources (Burgess)
       recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 16 - 48
    4  and insert:
    5         125.5695Standards for stormwater systems.—
    6         (1)All stormwater systems owned by counties in this state,
    7  when installing new storm pipe and storm structures, must follow
    8  the annual Department of Transportation’s Standard
    9  Specifications for Road and Bridge Construction contained in the
   10  sections “Pipe Culverts” and “Pipe Liner,” except for any
   11  requirement that the Department of Transportation review or
   12  approve installation plans, inspection videos, or inspection
   13  reports.
   14         (2)Final inspections for all storm pipe and storm
   15  structures owned by counties in this state must be performed by
   16  a NASSCO’s Pipeline Assessment Certification Program (PACP)
   17  certified technician who is employed by a third-party licensed
   18  engineering firm or any general contractor that does not have a
   19  controlling interest in the company that installed the storm
   20  system being inspected. The inspection and video process may use
   21  standard closed-circuit television inspection equipment, along
   22  with an optional camera with a fisheye lens for video inspection
   23  purposes.
   24         (3)The standards for installation and inspection in
   25  subsections (1) and (2) supersede all existing and local
   26  standards in counties.
   27         Section 2. Section 166.04815, Florida Statutes, is created
   28  to read:
   29         166.04815Standards for stormwater systems.—
   30         (1)All stormwater systems owned by municipalities in this
   31  state, when installing new storm pipe and storm structures, must
   32  follow the annual Department of Transportation’s Standard
   33  Specifications for Road and Bridge Construction contained in the
   34  sections “Pipe Culverts” and “Pipe Liner,” except for any
   35  requirement that the Department of Transportation review or
   36  approve installation plans, inspection videos, or inspection
   37  reports.
   38         (2) Final inspections for all storm pipe and storm
   39  structures owned by municipalities in this state must be
   40  performed by a NASSCO’s Pipeline Assessment Certification
   41  Program (PACP) certified technician who is employed by a third
   42  party licensed engineering firm or any general contractor that
   43  does not have a controlling interest in
