       The Committee on Governmental Oversight and Accountability
       (Harrell) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete everything after the enacting clause
    4  and insert:
    5         Section 1. Section 282.31855, Florida Statutes, is created
    6  to read:
    7         282.31855Local Government Cybersecurity Protection
    8  Program.—
    9         (1)The Local Government Cybersecurity Protection Program
   10  is created within the Florida Digital Service, to be
   11  administered by the Florida Digital Service. The purpose of the
   12  grant program is to assist eligible local governments in
   13  mitigating and defending against cybersecurity threats,
   14  including, but not limited to, ransomware incidents.
   15         (2)Under the grant program, the Florida Digital Service
   16  shall enter into data-sharing agreements with local governments
   17  as necessary to facilitate the collection, analysis, and
   18  exchange of security-related information to support the
   19  detection, prevention, and response to cybersecurity incidents
   20  consistent with s. 282.318.
   21         (3)(a)The Florida Digital Service shall administer the
   22  grant program based on objective eligibility and evaluation
   23  criteria to provide information technology commodities and
   24  services directly to local governments for the purpose of
   25  developing and enhancing cybersecurity risk management programs
   26  consistent with s. 282.3185.
   27         (b)The Florida Digital Service shall contract for
   28  information technology commodities and services and shall award
   29  such commodities and services to local governments eligible
   30  under the grant program criteria.
   31         (c)In awarding information technology commodities and
   32  services, the Florida Digital Service shall give preference to
   33  fiscally constrained counties as described in s. 218.67(1).
   34         (d)Grants shall be awarded to eligible local governments
   35  by October 1 of each year.
   36         (4)The Florida Digital Service may apply for and accept
   37  any funds or grants made available to it by any agency or
   38  department of the Federal Government to further the grant
   39  program.
   40         Section 2. This act shall take effect July 1, 2026.

   50         Florida Digital Service; requiring the grant program
   51         to be administered by the Florida Digital Service;
   52         providing the purpose of the grant program; requiring
   53         the Florida Digital Service to enter into certain
   54         data-sharing agreements with local governments for a
   55         specified purpose; requiring the Florida Digital
   56         Service to administer the grant program based on
   57         specified criteria to provide information technology
   58         commodities and services to local governments for a
   59         specified purpose; requiring the Florida Digital
   60         Service to contract for information technology
   61         commodities and services and award such commodities
   62         and services to local governments; establishing
   63         preference for certain counties under the grant
   64         program; requiring grants to be annually awarded by a
   65         certain date; authorizing the Florida Digital Service
   66         to apply for and accept certain funds or grants;
   67         providing an effective date.
