       The Appropriations Committee on Criminal and Civil Justice
       (Martin) recommended the following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete line 46
    4  and insert:
    5  represent the defendant. When evaluating a case for referral and
    6  appointment to an office of criminal conflict and civil regional
    7  counsel under this section, the court shall consider judicial
    8  economy and geographic proximity.
