       The Committee on Criminal Justice (Martin) recommended the
       following:
       
    1         Senate Amendment (with title amendment)
    2  
    3         Delete lines 697 - 701
    4  and insert:
    5         (1) Effective July 1, 2028, any person operating a vessel
    6  powered by a motor of 10 horsepower or greater must have in his
    7  or her possession aboard the vessel the documents required by
    8  subsection (2) if he or she:
    9         (a) Operates such vessel off the coast of a county with a
   10  population of 3 million or more residents; or
   11         (b) Was a person born on or after January 1, 1988, may not
   12  operate a vessel powered by a motor of 10 horsepower or greater
   13  must have unless such person has in his or her possession aboard
   14  the vessel the documents required by subsection (2).

   19  and insert:
   20         requiring any person operating a vessel powered by a
   21         motor of 10 horsepower or greater, beginning on a
   22         specified date, to have certain documents in his or
   23         her possession aboard the vessel if certain conditions
   24         exist; revising the required components of the Fish
