       The Committee on Rules (Yarborough) recommended the following:
       
    1         Senate Amendment (with title amendment)

    3         Delete line 151
    4  and insert:
    5  vaccine. This subsection does not prohibit payments made under a
    6  written clinical trial agreement for participation or for
    7  services performed in a clinical investigation conducted in
    8  compliance with federal law.
