       The Committee on Appropriations (Polsky) recommended the
       following:
       
    1         Senate Amendment
    2  
    3         Between lines 426 and 427
    4  insert:
    5         (3) Local governments may implement assessments, user fees,
    6  or other non-ad valorem taxes for services listed in paragraph
    7  (2) and any other services. Such assessments, fees, or non-ad
    8  valorem taxes may be scaled based on the taxpayers’ exemptions
    9  under Section 6 of this article.
