Elections; modifies requirements for alternative method of qualifying; modifies requirements for candidate with no party affiliation & for minor party candidate to obtain ballot position; modifies petition requirements in year of apportionment; modifies requirements for certain minor political parties to have names of their candidates for President & Vice President printed on general election ballot, etc. Amends Chs. 98-101, 103, 105, 106.
