Schools/Truancy; places responsibility on school district superintendents for enforcing attendance; establishes requirements for school board polices; revises current steps for enforcing regular school attendance; requires superintendent to file certain petitions involving ungovernable children in certain circumstances; authorizes superintendents to file truancy petitions, etc. Amends 232.17,.19, 236.081, 984.03; creates 984.151.
