Alternative Energy and Energy Efficiency; Provides that specified biofuel, bioenergy, & renewable energy activities constitute valid industrial, agricultural, or silvicultural use; provides exemption from local comprehensive land use plans, local zoning regulations, & requirements for plan amendments, special exemption, use permit, waiver, or variance; limits certain fees imposed by local governments, etc.
