Public Campaign Financing; Repeals "Florida Election Campaign Financing Act"; deletes references to Election Campaign Financing Trust Fund, which expired, effective November 4, 1996, by operation of s. 19(f), Art. III of State Constitution; corrects cross-references & conforms other provisions of law; revises expenditure limits for certain candidates for statewide office.
