Medicaid; Revises requirements of Medicaid provider agreement to include compliance with Medicaid Encounter Data System; requires AHCA to adjust capitation rates for certain Medicaid providers; creates technical advisory panel to advise agency regarding risk-adjusted rate setting; provides that certain contracts with providers service networks may not be canceled without specified notice, etc.
