Water Quality Credit Trading; Declares state policy with regard to water quality credit trading; provides for South Florida Water Management District to coordinate with Department of Environmental Protection to establish public-private partnerships for development of water quality enhancement projects & water quality credit trading pilot programs in Caloosahatchee Basin, St. Lucie Basin, & Lake Okeechobee Basin; requires DEP to amend specified rules.
