State Judicial System; Construes application of common & statute laws of England to state; expands list of recipients required to be provided specified annual report of Florida Supreme Court; specifies required use of such report; requires Supreme Court to develop plan for civics promotion & judicial branch education purposes; requires annual plan implementation report; specifies report recipients & uses; requires Supreme Court to submit to specified recipients all final reports completed by specified committees; specifies uses of such reports; requires Auditor General & OPPAGA to conduct biennial full audit reviews & examinations of state courts system; requires reports; specifies report recipients; specifies additional jurisdiction of circuit courts; establishes specified divisions within each judicial circuit for specified purposes; provides for administration of divisions; increases membership of Judicial Qualifications Commission; revises commission expenses authorization; requires commission to hire staff for each commission panel; provides requirements for staff committees for commission panels; requires reports of staff committees; specifies report recipients; specifies such reports as public records; requires Auditor General & OPPAGA to conduct biennial full audit reviews & examinations of commission.
