Commission on Federalism; Creates Commission on Federalism; provides duties of commission to evaluate federal laws for adherence to U.S. Constitution & principle of federalism; authorizes commission to issue determinations regarding constitutional authority for evaluated laws; requires commission to monitor & communicate with other states on certain actions taken pursuant to Article V of U.S. Constitution; requires commission to submit annual report to Governor & Legislature.
