City of Vero Beach, Indian River County; Authorizes DBPR's Division of Alcoholic Beverages & Tobacco to issue up to specified number of temporary permits to nonprofit civic organization to sell alcoholic beverages for consumption on premises at outdoor events on public right-of-way & public park property in specified area of downtown Vero Beach; provides that permits authorized by act are in addition to certain other authorized temporary permits; requires nonprofit civic organization to comply with certain statutory requirements in obtaining permits authorized by act.
