JOINT RESOLUTION by Young
Voter Control of Gambling Expansion in Florida; Proposes creation of s. 29, Art. X of State Constitution to provide that power to authorize expansion of gambling in Florida is reserved to people; prohibit expansion of gambling unless proposed & approved as constitutional amendment by initiative petition; define "expansion of gambling" & "gambling;" & clarify that amendment does not affect right of Legislature to exercise authority through general law or state's authority regarding tribal-state compacts.
