State Lotteries; Specifies how net revenue generated by instant lottery game created by act must be distributed by Department of Lottery; requires department to offer special instant lottery game called "Ticket for the Cure" for specified period of time; requires that state appropriate funds from GAA to match federal funds provided for screening & early detection under Mary Brogan Breast & Cervical Cancer Early Detection Program.
