Theft; Increases minimum monetary value that must be attributed to certain property for theft of such property to reach threshold for prosecution as felony of third degree or misdemeanor of first degree; authorizes law enforcement officer who has probable cause to believe that offender has committed retail theft to issue notice to appear in lieu of arresting offender; authorizes state attorney to establish retail theft diversion program; provides eligibility criteria; requires participant in diversion program to complete specified conditions; authorizes state attorney to collect fee from each participant.
