Transportation; Requires DOT & Florida Turnpike Enterprise to ensure reasonable & practicably feasible entry & exit points on express lanes & to undertake efforts to expand reasonable & practicably feasible entry & exit points for certain purposes; adjusts toll to be charged on express lanes under certain circumstances; extends period in which DOT shall program certain funds in tentative work program in relation to turnpike toll & bond financed commitments within certain counties.
