Energy-efficient Appliance Rebate Program [EPSC]; Authorizes the Florida Energy and Climate Commission to develop and administer the program. Authorizes the commission to adopt rules. Provides for the commission to enter into contracts or memoranda of agreement with other state agencies or partnerships.
