Sexual Offenders and Predators [SPSC]; Enhances the penalty for loitering or prowling by certain offenders within a specified distance of certain places where children congregate. Preempts certain local ordinances relating to residency limitations for sexual predators and offenders and provides for repeal of such ordinances. Revises provisions relating to address and residence reporting requirements for sexual offenders adjudicated delinquent, etc.
