Operation of the Florida Lottery [CPSC]; Clarifies provisions concerning regional offices. Revises provisions concerning the purpose of the DOL to permit contracting with a manager. Provides for a management agreement under which the lottery may be operated. Revises provisions relating to allocation of revenues and expenditure of funds for public education to conform to the possibility of contracting with a manager, etc.
