Electronic Health Information [SPSC]; Requires State Consumer Health Information & Policy Advisory Council to develop AHCA's strategic plan relating to electronic health records; removes certain restrictions on use of certain funds & fees received by Florida Center for Health Information & Policy Analysis; requires AHCA to coordinate with regional extension centers to implement use of electronic health records, etc.
